It may be propaganda, but it seems you copied some counter-propaganda from somewhere too. At any rate, it seems AK had totally legal marijuana for 15 years and the voters choose to change that. I do know it's still a pretty lenient place for marijuana offenses. The Bill Bennett reference is pretty dated.
