If you woke up in a speeding truck without brakes, you wouldn't necessarily know whether your speed was due to the engine or the natural incline of the road. Nevertheless, the prudent would take their foot off the gas pedal while they considered the situation.

WRT ERC, I believe natural gas does produce less Co2 per BTU than, coal or oil. With improved efficiency of conversion and distribution, the overall production of CO2 per KWhr of electrical power consumed might be much less for fuel cells. Thus switching over to fuel cells should help matters, although bringing gas taxes up towards those of Europe would probably be much more effective.
