Yeh - two years but if there aren't earnings, how can they comfortably pay the dividends? The dividends are non-cumulative, so the impact on the balance sheet is greater than if the dividends were cumulative.

One has to really start digging into the financials if the losses continue to figure out if restarting the preferred dividends will have a major impact on the solvency of RBS.
