This chart shows the ITB roughly 1/4 its all time highs. Can it keep going up? Of course but it will probably be another decade or more before it ever hits a new all time high. RtS, of course it isn't close to its all time high--that was a bubble of mammoth proportions. We should hope that it will "be another decade or more before it ever hits a new all time high."
