I was there at the Meeting also. I keep wondering why they need or want to issue a dividend or do a share buyback. It makes me think that some of the insiders need cash.......as the reason. Maybe it is known that there are shares overhanging....as the reason price has not advanced more! Why not hold onto the cash for the new concessions becoming available??
