This is the point in the Telco access network where the feeder cables ( from the CO ) meet the distribution cables (to customer homes). Typically there are twice as many distribution cables and the Telcos can make cross connects from a spare feeder pair to a spare distribution pair that goes toward the home needing service. They are typically green boxes of varying size but you see them in the neighborhood typically 5' wide by 6' tall by 2' deep (or so). The importance of these is that this is where access to "your" twisted pairs can be easily gained and an ideal place to launch VDSL services since the cables are typically short - typically 2000-3500 ft from here to the home. SAC means Service Area Crossconnect and SAI means Service Area Interface. The key here is that for overbuilds ( not new or rehab) this is a cost effective place to install electronics to launch broadband services including digital video and high speed data. It is expected that downstream rates of 26 and 13 mb/s and upstream rates of 6 mb/s are feasible and being pursued. There are significant activities in North America's ANSI T1E1.4 and Europe's ETSI to standardize this method of broadband delivery.
