http://arxiv.org/pdf/1202.1954v1.pdf The temperature variations refered to here associated with solar cycle 24 is relevant to measurement stations in a very localized region... And they don't indicate with respect to what reference the drop is... This is not the same as the global average temperature anomaly, in which a 1 C drop would be huge.
