That's the outcome predicted for years. In the interim the political calculus has changed, and a new proposal has been tabled.

"...this important piece of economic infrastructure ..." The inference being that this piece of infrastructure is important, but Keystone isn't? Or, that this piece of infrastructure is important, but a pipeline to the east is not?

What's important is that infrastructure be built, so Alberta crude gets to market at global prices. There's a viable alternative to the NGP. Will the outcome align with your definition of what's important? Probably; the power players are set to ram this down the throats of BC residents, when they could easily turn their eyes eastward to provinces hungry for the long-term benefits.

The outcome you're predicting is the same as mine from years ago; a cynical view correctly defines the probabilities.

But let's not state the issue as if there's only one solution. That's simply not true.
