If indeed CO2 is a problem then I would agree that we should address the problem. The proposed solution does not seam to be a solution at all. If the use of oil in the developed nations is the cause then why would anyone want to promote the use of fossil fuels in the undeveloped world? The proposal places no limits on selected nations and limits on others. This would only shift the problem and increase the overall CO2 level. This is a redistribution of wealth not a way to solve the problem... Politics.

If the problem is as serious as you say then the wealth would better be invested in a solution than this stab in the dark. What scientist would agree that placing no restrictions on an undeveloped nation would cause them to develop away from CO2 production.

The arguements for the cure need to be sound arguements.

If the US Energy department indicates that the use of ethanol reduces greenhouse gases by 90 percent as compared to gasolene one can only conclude that someone is trying to mislead. How can I believe arguments of catastrophe when I read such deception from what I believe to be a good source? Are these the types of arguments that nations will use as they try to work around this proposal?

Petro-Canada Announces Alternative Fuel Venture

OTTAWA, Nov. 24 /CNW-PRN/ - Petro-Canada has signed an agreement with Iogen Corporation of Ottawa to invest in an innovative transportation fuel
technology that will contribute to Canada's goal of stabilizing greenhouse gas emissions. The technology reduces carbon dioxide emissions by more than 90 per
cent compared to gasoline, according to a recent U.S. Department of Energy Report.
By using renewable resources such as straw, wood wastes and grasses to
make the motor fuel ethanol, the process effectively recycles carbon dioxide from the atmosphere, creating very low net greenhouse gas emissions. <<

If the problem is as drastic as the proponets indicate with the scare tactics then why not propose a real solution? Why not invest in nuclear power or photovoltaics?
