I am under the impression that we don't need to increase refinery capacity in Eastern Canada to deal with whatever oil (heavy / light) the West can send us. It would simply replace the oil we are currently importing.

Am I wrong?

PS: I seem to recall some crazy deal for one of the East coast refineries which prevents them from supplying refined product to Quebec and Ontario. Can't recall the details.
