John, I had the same thing happen when selling covered calls last week. I placed the sell order at the bid of 2 11/16. After watching the order sit there for about 20 minutes, I called and got the same response as you. My order was routed to the primary market which had a quote of 2 1/2 while Philly was offering to buy at 2 11/16. The Account Officer told me the same thing, "call your local office", but then changed his mind and re-routed the order for me. The Account Officer was very helpful, but this is a very annoying problem and potentially a costly one.
