Ted,
The markets are down because of the austerity imposed on the rest of the EU by German wingers, and now the French and the Greeks are threatening to reject that extreme austerity because its not working.
The alternative is massive deficit spending, which will necessarily devalue the euro.

Which suits me just fine, since it will make my vacations to Europe much cheaper.

But then exports to Europe will suffer, and the global markets don't like that.
