Exactly, but postponing what should have happened anyway, only to restart it when money "magically" appears, is not something to be proud of.

Potholes aren't partisan. Local and state governments are SUPPOSED to fix them. Tax revenues rise and fall with the general economy, but it's up to public officials to manage that and fulfill their duties.

That's all the stimulus did. Fill "potholes" that should have been filled in the first place. The only "shovel ready" jobs out there were the ones that state governments failed to accomplish.
