The 1992 UN Rio Declaration on Environment and Development (known as Agenda 21)

Agenda 21 is a nonbinding resolution the United Nations passed at the 1992 "Earth Summit" in Rio de Janeiro and signed by President George H.W. Bush. "It is a comprehensive plan of action to be taken globally, nationally and locally by organizations of the United Nations System, Governments, and Major Groups in every area in which human impacts on the environment," according to the UN. (Read the principles of Agenda 21.)
