1. There has been no evidence presented I can find that this occurred;

2. Romney was not a "man" when this allegedly happened, he was a teenager;

3. Without knowing the context one certainly could not legitimately claim this was a "bullying" incident, or that it was even mean-spirited or even unwelcome.
