I think Rove may be sandbagging just a tad.

edit: Actually, Rove explained it in his original writing:

Given that state level polls are run far less often than national polls, this map lags behind the national state of the race. For example, Gallup shows Romney leading Obama, 47% to 44%, and the Realclearpolitics.com average has the race within the margin of error, with Obama at 46.7% and Romney at 45.4%. This is why there are situations like South Carolina on the map. South Carolina is now shown as a toss-up because its latest poll is from December 2011, but this state and other reliably Republican states like it will move to Romney’s column. Additionally, it is important to remember that this map treats all state polls as being equally as good, but in reality some polls are more accurate than others.
