All, I've already chased this thing down and here is what the skinny is:
Micon, Netspeak, and Franklin's equipment were all evaluated for this project, and is also being considered for two other unrelated projects that have commercial application. Franklin's won hands down on clarity, suited to task, and price.
Netspeaks equipment of equal comparison, 24 ports cost $60k vs TEMPEST at about 1/3 the cost.
The RESNET project is in the process of moving forward with tremendous emphasis being put on educational task.
In my conversation, if it was stated once it stated a dozen times that Franklin's equipment lead the field in all critical areas, but it was ease of use, interactive fine tuning, quality of signal, and price per port that the others couldn't compete with.
