I think Ballmer would appeal to the public much less than Gates. You may think that's not important but it will become very important over the next several years. The Web is a marvelous tool for spreading information and there is already a growing dissent between many people and MSFT, and MSFT would be smart to not let that dissent get too big! Hatred toward MSFT could easily grow to enormous proportions if their not careful and the web is the conduit that will carry it.

IMO MSFT does not seem to be to concerned right now about it's public relations, and perhaps they feel they don't need to be concerned, afterall they are a monopoly. But over time things can change and public sentiment can change, and eventually what if the people have a choice between Windows and Java or whatever to run on their computers?
What will be happening in the year 2005? Will everyone still be running Windows? Will people hate MSFT by the millions?

One thing I've noticed is that people are not beating up on the DOJ in favor of MSFT. IMO the DOJ case is not helping MSFT's PR at all, in fact I think it is severely hurting it. In my view MSFT is underestimating the collective power of millions of people and in this modern age of information sharing it could be detrimental for MSFT.
