The numbers posted were of course estimates (averages if you will) for certain hypothetical income levels... but *including* the average effect for various widely utilized TAX LOOPHOLES and DEDUCTIONS and CREDITS.

In other words, not just statutory rates (nominal rates) but rather "real rates" (e.g. average rates paid net of deductions and loopholes).
