Hoping for a sale of the wireless business to Verizon had WWVY trading at high prices also a few years ago. Shareholders finally figured out Verizon only wanted to partner with WWVY and the stock now trades for half of its former lofty price. Put yourself in Verizon's shoes: why buy the cow when you already get the milk. VZ uses ALSK equipment just like they use WWVY equipment.

This suits ALSK and WWVY management just fine. They get to keep larger empires. Verizon likes the current arrangement as does entrenched management. Why change?
