I agree, we have problems too. Sometimes it's hours before I can get e-mail. Most of the time it get fixed fairly rapidly and since I don't sit at a terminal all day it only a minor problem. Since we have clustered servers, only some users are affected at any one time. If I'm desperate for access I may only have to walk down the hall to get onto another node. But how is this any different from the phone lines going down, power outages, PC locking up in middle of work ? It's the price we pay for all this rapid technology build-up. "Does your MIS dept. handle the work or vendor it out" is another good question to ask.
