Yes they would even if there was no chance for a contract.
they just put the standard disclaier in:
"While Mainframe cannot guarantee that any contracts will be signed there is a great deal of industry interest in our work and we have been given a number of proposals to review, which we believe will result in several new productions."

But MFE is in for tough competition, Have you seen the recent movies lately, StarShip Trooper, Spawn, Mortal Kombat, RocketMan, etc
The special effects are as good as CGI with the new equipment from
ADOBE (After Effects), AVID's Media Illusion. Special effects can now
be added very easily to movies. The insects in Starship Troopers were as good as the CGI dinos in Jurassic Park. Could be a day when no actors are even needed, just all Sfxs.
