At no time can the total outstanding exceed the amount of the total outstanding which was introduced into the market place by IPO, subsequent share offerings, splits, warrants conversions, and a host of other legal means,according to rules governing stock issuance.. if a stock is above 100 someone needs to be prosecuted....there is no legal way to have 107% without violating all previous documents filed. Artificial expansion of a stocks outstanding....is indicating there are illegal shares affecting the market. there are many examples.......
