Your writing is convoluted and difficult to understand, but I think you meant to write that more than 100% of a stock cannot legally be held short, right? What law or trading rule says that? In other words, why do you think so? It makes sense to me that someone borrows a share of a company, and sells it short to new investor A. New investor A then lends it to another short seller who sells the same share short a second time. This process can easily leave you with over 100% of the float being short.
