Peter -- I hardly think traders who buy pump and dumps (as opposed to naive investors who end up being the bagholders) is a new thing. It certainly has been popularized over the past few years though, most prominently by Tim Sykes (although he mostly shorts). There are plenty other gurus in the space as well as bunches of messageboards.

From this board, TMcNasty, Tim Lento, ParadoxTrader, ScottWTrades, tomofnj, and myself have all paid Sykes money at some point. I definitely think the influx of day-trader pump buying types has resulted in more volatility in pump and dumps and more early volume and perhaps more overall volume. I really am not sure what price effects such (profitable) traders have had and that is a question that I do still ponder -- am I, by buying the pump early and selling it profitably, helping the stock promoters? If that extra volume / changed price action gets more investors/bagholders/believers to buy, then yes. If my trading doesn't lead to more investors to buy then it doesn't help the promoters -- my profits must come either from them (unlikely) or from other traders/investors (likely).
