No, it isn't clear, but I think most knowledgeable people believe it is more likely than not.

Single payer is not going to happen. While it may be the liberal's wet dream, the mismanagement of Medicare alone is enough to stop it, unless Democrats get another opportunity to corrupt the process like they did with ACA.

If the Court throws it out, it will be incumbent on the Rs to come up with something that is fiscally responsible. That implies it must move toward more private management and less government. If they fail to do that it will signal the beginning of the end.
