Absolutely the program was wasteful and unproductive. As I have mentioned in the past, we went to the DOT in Wisconsin regarding this and they were in full agreement. They contacted the Obama administration and were advised that they did not care, to just do it their way. First time I have heard members there angry over stupid decisions coming out of Washington...they knew it was poorly thought out and we now know that it was...who would ever want more of the same ineptitude?
