greetings Sage,

delusion, or illusion? i like to think that the blue color of the sky (and related reddish of the sun) is caused by sun's light scattering on small particles, much smaller than light's wavelength. these "particles" in reality (in clean air) happen to be fluctuations of local air density. since size of scatteres is less than wavelength, refraction should not be invoked.
