Per capita is irrelevant. In terms of GDP is very relevant and in gross terms his spending went up over Bush by 500B in his first year and another 200B in his second year. He is spending a lot more than Bush and not collecting squat in taxes because he shit on the economy with his ridiculous energy polices, no drilling, no coal plants, failed solar and wind company subsidies, endless unemployment benefits, endless stimulus wasted spending where each job created costs $200K.
