Term limits would be a good starting point.

From there, some other reform could be enacted ... we just have to keep in mind that morality can't be legislated.

Some of our 'elected representatives' will simply be lacking in the basic morals department. I don't think there is a cure for that. Expeditious, tough sanctions imposed by the "offender's" peers might be the way to get a foot in the door on personal behavior, and for riding herd on our congress' morals.

The way things are dealt with now (in internal congressional/senate disciplinary sessions) is nothing more than a total farce.
