Seems to discriminate against the unemployed don't you think? A good place to start is to stop having the unemployed subsidizing healthcare for the employed by ending the health insurance tax deduction. Why are healthy working people allowed to pay for health insurance and healthcare with PreTax dollars? That's what HSAs allow. I have one. Do poor people have them? Healthcare is broken in part because the Government has distorted healthcare pricing... to the disadvantage of the country's poor.
