We are fighting a guerrilla war. The number of terrorists at work against us depends on them being organized. They are Salafi "Fish" swimming in an ocean of Muslims all over the world. We spend about 50 billion on Intel to find the fish each year. We are stuck with the Left finding them right now. Hopefully it will be the Right next year. But the same fish will have to be found by our bureaucrats either way.
