Looking for help understanding something.

Here in California there is an active ad campaign promoting food stamps. It would seem to me that this isn't something that needs to be advertised. And it would seem to be wasteful to spend money on an ad campaign that promotes giving taxpayer money away.
.
Do you understand the logic of advertising food stamps?

The next question is why there has been a whole branding and renaming campaign? They don't call it "food stamps" anymore. Now it is called "CalFresh". Do you understand this? Is it so people feel less ashamed that they are unable to support themselves?
