Adobe Reader doesn't add layers to a scanned document. When I use the scanners at Work, U.S. Navy scanners, it sends me a .pdf to my computer that is a simple scan. Where are the paper copies that HI actually sends? Hmmmmmm. Where is the letter from Obama asking them to send or release paper copies? Hmmmmmm. Where is the cover letter to Obama in response showing that they sent him a paper copy? Hmmmmmm. The Arizona elections supervisor accepted an Email!!! That's right an email.
