"Adobe Reader doesn't add layers to a scanned document." NOT 'Reader".... Acrobat. (The software that creates the files, not the limited free scaled-down version called 'Reader'.) Re: "Where are the paper copies that HI actually sends?" Do they actually send 'paper' copies? Don't know. Ask the Arizona Supervisor of Elections (who just received the proof he asked for, in his official capacity) what exactly he received that satisfied his concerns.
