If Nokia had announced that it would adopt multiple platforms including Android, the stock would be significantly higher than today, IMO.
Interestingly enough, one of our favorite NOK censors told the other why that's a bad idea:

Personally, even if they did which they likely will not, I think it's pretty late in the game to run with Android, now.

Meanwhile, they have a problem with their core, namely enterprise support:

Lack of policy support is the deal-breaker
Why I am withhoding my love for Windows Phone? The reason is the limited enterprise support.

Windows Phone 7.5 lacks key security policy capabilities needed by many businesses, such as support for on-device encryption, camera disablement, and browser disablement, all of which iOS and many Android devices offer. For many companies, these omissions are deal-breakers.
