People on the fence, aren't on one side or another. Are you going to count everyone who doesn't know who they prefer for president, and/or doesn't intend to vote, as a vote for Obama? He should get an easy win then...

I'm sure that's a factor. In this particular case it be the main factor, possibly even the only one. OTOH a lot of those add-ons are not just to just to enrich the doctors or medical care companies, but because of either actual concern about health (even if the concern is very minor, the medical culture in the US is that even minor possibilities should be tested and generally chased down), or from fear of lawsuits if the minor possibility turns out to be an actual problem, that becomes serious when untreated.

We need an equal and opposite force to counteract greed.

I don't think there could reasonably be any specific force that would generally act against all negative aspects of green (or just "greed", without the rest of that phrase if your definition of the term is such that it only includes the negative aspects of desire for profit and wealth). In various situations, educated consumers, competition, or the ethics of the person wanting to enrich themselves might help.
