They have to make a special request to the DTC as I understand it and the DTC is just not set up to handle that kind of volume along with it's regular business and everyone that changes accounts "emergency" transfers. I used to do contracted work to the DTC and SIAC unrelated to trading but just keeping their equipment running and they are not a big operation as computer rooms go. That is why is takes a special request and the houses do it the slow road otherwise, as far as I can tell.
