This is true, I experienced the same thing. It is either a charge or a black mark on the broker to request a DTC transfer because initially you have to play a game. Ultimately, in my experience also, it is the responsibility of the brokerage you are transferring from to initiate the DTC transfer. They don't like it, they whine, but, it's your stock, DEMAND what you want done with it.
