Yes. Not to mention how Emperor Napoleon III is excused for declaring war on what was soon to become Germany in 1870. That apparently was all Bismarck's fault. Perhaps Nap should therefore also get credit for creating old age pensions, unemployment insurance and medical care programs, which must have "erroneously" been credited to that bad old Bismarck. Sigh. History can be so distorted.
