We need to see the details. There are potential advantages for the mortgage holders, since it converts illiquid assets into cash. Perhaps if the government gets approval from the majority of the holders before proceeding, the courts would uphold the use of eminent domain against the remaining minority.

Somehow we have to find a way to untie the Gordian Knot.
