Even a wife who despises idleness could understand the point when placed into its insurance context. It is just an insurance policy. The administrator of the insurance program just happens to be different. The first 6 months of unemployment are the self- funding insurance policy itself. After 6 months it is not the insurance policy people have been paying into all their lives, but a handout designed to placate a subgroup of voters. There is a difference between the two time periods.
