This is correct TraderGreg, The 'Hackman Report' does a great job of explaining the approval process. Also the EPA must do a cursory review of the State's approved permit due to the physical location of the well on Reservation property, according to the Section 8 EPA director.

I contacted Darrel Hackman today the editor of the Hackman Report to find out more about the origin of the report and his affiliation to the subject mater. He is a contracted Technical Analyst who researches and does feasibility studies on various companies and there products. He was contract by GMT to research CSMA/Enviro-Tec. He also told me that the price of the waste per barrel of 16 to 24 dollars was based on demand in the area and also a Class V facility that is Running in the state of Wyoming. The State of Utah has a huge problem at this time with their Water Treatment Plants breaking down and processing the kind of waste this Class Five well can accept; this is why the state of Utah wants this project to work! Only specific type's effluent can be accepted at the Water Treatment Plants which is hard to control at this time.

I'm trying to find a scanner at this time that can scan and convert to editable text, so I can cut and paste this report on SI. Give me a couple of days. If someone can help please do, Darrel has no problem with this. I also told him about the thread, hope he joins us! <EOM> off to bed.
