This does not explain the weakness in EBR. What this article seems to indicate is that the government is unhappy with the current rate of infrastructure investments, but how does that relate to EBR specifically? Other Brazialian utility stocks have done reasonable well but EBR is below the 2008/2009 lows. Earnings have increased in Y2011, so it must have to do with the business outlook. There must be a reason why EBR is down so much, I bet any Brazilian investor know why, just we chumps don't have a clue <ng>.
