Was it an attempt to track guns across the boarder, missing the key element of a way to track the guns? If this is the case then we need a purge of lots of really stupid people in the ATF, FBI and Justice Dept..... Or does this scenario sound more likely:This had little to do with guns going to Mexico, rather the aim of this program was to create a problem were there was none in order to discredit gun ownership in the US and encourage gun control laws....
