my experience has been the exact opposite.

the hispanic day laborers that we have hired have been generally excellent. 3/4 of them are super and the other 1/4 are okay.

the few teenagers and/or locals we have hired are 30% more expensive and not as good or quick.

the last hispanic day labor we hired we had to leave early and paid him early and asked him to finish up the work. did not expect him to finish the work (maybe 2 hours from what i recall), yet when we came back the next week it was all done and nice.

for 15 bucks an hour it's hard to see how this isn't good value for us.
