Depend on what you want to spend. For economical efficiency, look for wire racking. If you have trouble finding it and I will see if I can find the source I've used. Not as sexy as the wood racking, but denser storage and a lot cheaper. LOT. Wood racking comes in different qualities, but in general is more flexible. I.e., you can combine single bottle racks with magnum racks, case racks, diamond bins for heavily used wines, etc. Top of the line you get one built for you ... which can make sense if you need to fit in an odd space. But, there are lots of smaller racks that you can build up ... they are just more expensive per bottle for larger capacities. As memory serves, one can get wire racking down to the 80 cents a bottle range and figure a couple of bucks a bottle plus for wood.

For cooling, all you really need is an exterior wall access and there are multiple brands there too. Basically, you buy according to the cubic feet of the room and it is like a room air conditioner except it has an exterior vent instead of going in the window or whatever.
