So Janet Napolitano just stuck her thumb in Arizona's eye. Homeland Security is canceling joint operating agreements with Arizona and won't be taking custody of any illegals the state or locals might pick up. Sounds like they're giving de facto amnesty to illegals. Romney needs to make an issue of this.
