Part of the pact was that the States surrendered some of their sovereignty in exchange for the federal government protecting the states from "invasion and insurrection." The feds have entirely abandoned their responsibility to the States. Arizona is being literally invaded. Literally. Nevermind all the illegals streaming across the border. Drug gangs and the Mexican military invade US soil across that border regularly.
