Will be interesting. Many people and businesses will probably stop buying ANY insurance, at least for the first few years, for as long as the punitive charges will remain moderate. Why spend big bucks on insurance if you can buy it IF - and AFTER - you get sick? This should be quite effective at bankrupting insurance companies - which may well be the purpose of the entire scheme. Once companies will refuse to sell insurance, or demand rates which would compensate them for the losses related to the pre-existing condition clause -- politicians will ride in with outright socialization, or with the Public Option, as an intermediate step.
